Semarang –  October 17  2019, – The Legal  issue of refugees and asylum seekers is a crucial problem  for every country in the world. Indonesia, as one of the countries that is a member of the United Nations,  whose directly bound by international regulations, customs and practices that have been recognized as law, including the handling of refugee problems. The main obstacles in the resettlement of refugees to third countries and assisted voluntary returned (AVR) to the country of origin carried out by UNHCR have an impact on the magnitude of potential threats and disturbances to security, order and national sovereignty, this is due to the uncertainty of the fate of refugees in Indonesia . National regulations have not been able to resolve the problem of refugees by following with domestic interests.

       According  to  the legal issue that described above , the Government of the Republic of Indonesia is required to take a position on these issues wisely by aligning national interests with international rules that have been ratified in relation to Human Rights. In order to find a solution to the handling of refugees and asylum seekers in Indonesia, the Directorate General of Immigration at the Ministry of Law and Human Rights of the Republic of Indonesia invited the Faculty of Law of the University of Diponegoro to discuss together and  brainstorm to find  justice solution through a Focus Group Discussion that raised the title ” Policy Formulation to Resolve  Refugees and Asylum Seekers in Indonesia “.

          The Focus Group Discussion was held on October 17, 2019 in the Main Meeting Room of the Faculty of Law  Diponegoro University  . The opening ceremony was welcomed directly by the Dean of the Faculty of Law, Prof. Dr. Retno Saraswati, S.H., M.Hum.. In her  welcoming address, she said that the aim of Focus Group Discussion activities related to the issue of refugees and asylum seekers were expected to find an ideal legal formula for the domestic interests of Indonesia and international relations with other countries while still paying attention to aspects of human rights.

          The discussion was attended by several of officials from the Director General of Immigration, Ministry of Law and Human Rights of the Republic of Indonesia, led by Mr. Ibnu Ismaya, SH. As an Immigration Analyst, Intermediate Expert, Head of the Regional Office of Kemenhumham, Central Java Province, Head of Immigration Class I area Semarang City, Mr. Afilianto Akbar, Head of Immigration Detention House for area Jakarta , Mrs. Morina Harahap, S.H. and Acting Head of the immigration detention center area Semarang city , Mr. Budiono Setiawan. As well as a some of Faculty of Law lecturers in Diponegoro University

           The format of activities was  divided into two sessions. The speakers in the first session consisted of two speakers, namely: Prof. Dr. Rahayu, S.H., M.Hum. (Professor of International Law – Faculty of Law Human Rights Undip Expert) and Prof. Dr. Eddy Pratomo ( Non-Permanent Professor from Department of International Law Diponegoro University – who has experience as special envoy of Presiden Jokowi  for border between Indonesia and Malaysia . Acting as the moderator in this session are Pulung Widhi, S.H., M.H., LL.M. While the second session, the material was delivered by two International Law experts from Diponegoro University, namely: Prof. Dr. FX Djoko Priyono, S.H., M.Hum. and Prof. Dr.Kholis Roisah, S.H., M.Hum. which was moderated directly by Dr. Adya Paramita, SH., M.H., M.LI.

          The results of this focus group discussion will be compiled and poured into an academic text formulation called the Declaration of UNDIP which contains constructive recommendation related to the handling of refugees and asylum seekers in Indonesia.
